PrintMaster Express 15 is perfect for the job.
Printmaster Express is an older version of the progam that Broderbund has released for free. It won't run on Vista, but it works with Windows 98 through XP.
It can create greeting cards, banners, brochures, certificates, calendars, labels and envelopes, business cards, fax covers, letterheads, and newsletters.
The interface is easy enough for kids to learn and use, and flexible enough for adults interested in creating a wide variety of projects.
